I don't think the brand X-pipe would make any difference. I used a Corsa X-pipe on mine and it was fine.
I do NOT know about VA and headers. I don't think any state (besides CA) really cares much whether you have headers or not these days. They really do NOT cause any ill effects towards polution or emmissions

I can offer something for the first question - Before I got my Long Tube Headers (the FLP system I bought had X pipe and Hi Flow CATS) I got a GHL CAT back and a magnaflow x pipe. The Magnaflow is a simple, VERY high quality bolt in piece - I was VERY happy with it.
In Maryland, the emissions test is a simple OBDCII test where they plug a reader into your cars computer and you are on your way - headers make no differnce here......
Technically it is of course illeagal to relocate your CATS in any state, but most LT headers maintain the factory location.... Hope this helps
Re: the x-pipe question, I'm running one of each on our two cars and can tell no difference (Corsa x-pipe w/B&B TriFlow; MagnaFlo x-pipe w/GHL Quad 3.5" Bullets). The two x-pipes use two different designs though, where the Corsa pipes do not join at the x and the MagnaFlo actually forms an x. Either system is good.
If you are going to install headers you might want to wait on the X-pipe. LGM long tube headers comes with it's own X-pipe when I had them installed I was left with a Magnaflow X-pipe which I ended up giving away.

Seems to me if you went tthrough the expense and effort of headers, you wouldn't want to restrict the flow with the stock cats......

My set up included "high flow cats", do not want any inspection problems.
My friend investigated this issue in VA. There is no noise constraint as far as inspections go. Depending on the county, you will have to pass SMOG, tho.

When I bought my x-pipe and Stingers I never thought that I would be buying headers. Now I have a 3k mile x-pipe sitting in the basement collecting dust.
