Had steering recall done and temp runs at 230 degrees at idle . Fans turn on at 230 and shut down at 217. Engine used to run at 192 to 205. Anyone have similar experience? Car is a 2003 Z06.

Didn't notice that, but the recall includes a free PCM flash "upgrade" as well. My car ran like crap afterward.
Both HPtuners and EFIlive have the original tunes available via a website. I have EFIlive's on my laptop at home I could email to you. The trick is to find a shop that could reflash your PCM or buy the tuning cable. Send me your email if you want me to send the EFIlive file.

Sounds like you pcm was modified prior to the dealership recall.
I had my pcm modified prior to the column lock recall. The dealership re-installs the stock program with the column lock recall which results in higher coolant temps as you describe. If you have a 6 speed, it also gets rid of the skip shift fix on the pcm mod.
Try to find the shop that made mods to the pcm. Might save you money in getting back to cooler temps etc as tuners generally save mods by customer/car.
