Default Question regarding fan settings

I just purchased a A&A Procharged (P1SC) 2003 Z06. The car was originally tuned by Phil (skunkwerks) and the tune was "touched-up" over at Synergy Motorsports. Through Dynatech Headers and catted x-pipe it is making 589/501 on a Dynapack tuned for 91 octane.

My problem is that when I was sitting in 100+ degree heat, the coolant temps really started to climb. I checked the fans when the A/C is cranked on max setting and it only looks like the drivers side fan is running, shouldn't they both be on? Now, the fuses look fine and I haven't checked the relays yet(how do I do that?). Assuming that the relays are fine and the fans are plugged in properly (how do I check this as well? Trial and error?), could it be possible that the tuner accidentally turned off the secondary fan? If so, can it be turned back on with a mechanics scan tool or do I need to remove the computer and send it to the tuner, or someone else with HPtuners, and have them alter the fan settings?

P.S. Car has a Dewitts rad and 180 degree t-stat. I have a 160 sitting here. Would it be benificial to swap thermostats and if I do will I have to get the car re-tuned?
