Default ECM help

I cant check my HPT module until Thurs. Can anyone tell me which wire under the dash of a 97 C5 powers the programmer? I have checked ALL fuses. I have looked at the OBDII port and it all looks ok the pins appear to be there. I just want to check voltage because the module never lights up.

IT COULD just be my HPT but I dont have an OBDII vehichle for the moment.

The fuse to power up the OBDII port is hidden by GM --It is the cigarette lighter fuse---

The fuse is good and the outlet under the armrest works but the one under the radio does not. Should I try putting 12v to the one under the radio with a .5 amp fuse and see if it gives it power.
