If I have Gutted CATS and O2 SIMMS does having COTS set to TRUE still hurt me?

If I have Gutted CATS and O2 SIMMS does having COTS set to TRUE still hurt me?
If COTS is set to true then it dumps more fuel at WOT to cool the CATS..Does it do this based upon TPS and and RPM or does it read the input from the rear o2?
