Ecm
I have ecm from another car and need the tune from it to load to my ecm in I'm my car. Is there a program ie hp tuner or some other program that can extract those files and upload it to the one in the car?

HP tuners can most likely accommodate assuming the ECM's are the same. You can get creative with segment swaps and such as well if needed.
Unless you "own" the tune on the other car, it'll be credits for that tune and the pcm in your car.

Not that easy
Make sure that the tune from the donor ECM is of the same year as your car
2nd Just because it may be the same year it still may not work-- Reason being that there is another issue involved--It is called the "OPERATING SYSTEM "or OS number
There are several OS numbers even on a same year model car--They must match or you won't be able to copy and paste the donor tune into your ECM via the "LOAD ALTERATE TUNE SYSTEM " This takes 2 minutes to do---
You still can do it however ---you or your tuner will have to load every table change MANUALLY from one ECM to the other--This can take hours--

Good to know. Thanks for the help. May need to get HP tuners and start from scratch. Would be nice to have a base tune to get me started. Bought a used procharger and Procharger will NOT give me a tune because it was not bought new.

Many tuners here on the forum can give you a base starting SAFE tune for like $150
You need to give them ALL your mod info especially if you have larger injectors----LT headers --cam etc-- manually trans or auto trans---Ideally you would need a local tuner to actually DRIVE your car and address all issues --Like start-up--idle--mid range and WOT fueling and timing
