Your tuner will get your car to it's normal operating temp, and not seek to get it to any specific temp. There are functions of tuning that may need the car to be cold and idle up to temp with the scanner operating, etc. But overall, for what most people consider "tuning" the car needs to be at whatever temp it runs at when completely warm.

The PCM has a table that adjusts timing based on coolant temp, and that table is all zero from 176-221 F, so anything in that range is probably fine.
I'd be more concerned with getting the oil temperature up to 170+ before doing full throttle pulls to the rev limiter.
