Depends how much much he wants to spend and how much (if any) cutting he is willing to do. Personally, I would go with the Blackwing ($200) or a Halltech Stinger ($200ish).

Personally, I would go with the VARARAM. No cutting, it's only $325 + or - and it works like a mother. I have had it on all 3 of my c-5's. It gave me 3 mph and 3/10's over a Blackwing.
I love my vararam, its the cheapest mod you will ever do, even at around 300 bucks, definetly worth it. I wouldn't trade it for any other intake available. Now installation is another story.....
And against popular belief, rain is not a problem.

Im with 90droptop i have had it on my 02 and now 04 c5's I love it. I have installed it myself on both cars the first time it took about 3.5 hours( I took my time) and this time i did it in about 2.5 as long as you have a basic set of wrinches you will have no prob. GET THE VARARAM!!!
