Default Hypertech III Question

I'm thinking of buying a used Hypertech III . Do these have to be reprogrammed or anything done to them when using them on a different car with a different VIN? What is the procedure. Ive heard that the original buyer of the Hypertech has his cars VIN number locked in an cannot ever be used on other vehicles?

the original owner has to reprogram his car back to stock in order for you to be able to use it. on top of that the cars have to be from the same year. but persoanly i wouldnt buy a hypertech unless your getting a good deal for it.
