On my 99 Vette I have the same problem, I hate to put my key in that small space to raise the lid, so what I have been doing is, press the trunk release and then slam the door and it will raise the lid high enough to get a full finger under to raise. I have thought that the trunk lid piston cylinders might be weak and will replace them to see if it corrects. Let me know what you have found out. Doc

Common problem especially in colder weather:

1998-2003 Convertible: Trunk Door on Convertible Won't Open All The Way

Some coups have experienced a similar problem:

1997: Service Bulletin: Hatch Will Not Pop Up When Activated in Cold Weather

If the Forum search feature will cooperate, you should find a number of other threads on this topic. Others here have reported that lubricating the latch spring and latch assembly and/or the stuts with WD-40 or a light lubricant has helped.

As someone mentioned above, shutting the door firmly with the windows up will ususally pop the trunk lid enough that you can get a finger under it. Use this method rather than prying with any object so as not to risk scratching the trunk lid.

Good luck with the fix.
