Also, when I look at front rotors, they look rusted. why
You could have an issue with one of the left side calipers, pads or rotors.
Basically the right side wheels are slowing down and the left side tire(s) aren't. This causes the car to pull to the right.
Of course the caliper is the first suspect. Are there noticeable difference is pad wear from side to side? If the caliper is sticking or not getting fluid then that pad will have less wear.
Problem is that the car pulls to either side, which points more to suspension or tires than brakes.
And it also does it only at certain speeds. A brake issue would show up at all speeds and be more pronounced as speeds increase and the harder you use the brakes.
What do your tires look like, is there a difference in wear and wear patterns between the tires?
As far as the rust. Rust on the hat is not nice, but not an issue or uncommon. Same with rust in the vanes.
Rust on the contact path is fine, it should be cleaned off pretty quickly as you use the brakes. That "orange" will show up every time the rotors get wet and the car sits. Like after a rain storm or after washing the car.
If it persists, then I would suggest new rotors, as the car must have been sitting and exposed for a pretty long time. I would have the whole car checked if the brake rotors are rust through.
