Is there any quick way to adjust the e-brakes without having to pull the whole wheel assembly and calipers out? Seems an aweful lot of work for something that is usually quite simple.
Nope, you have to pull the calipers and the rotor to get to it. It is a PITA. I just had this done on mine, while i watched so that it would pass inspection. These e-brakes suck

Someone here wrote that you can drive in reverse at about 5 mph and then hit the brakes. This has to be repeated many (like 20+ times?) to get much adjustment.

They aren't self-adjusting, how would that do anything?
Unless you are using the e-brake to stop the car on a regular basis the problem lies in the pawl attached to the e-brake handle, they use a heavy grease that keeps the pawl from catching. If the pawl doesnt catch then the cable doesnt get pulled.
I get mine to work by simply working it about 5-6 times, you can tell when it starts operating properly,
