Default Radiator Flush Question

The drain plug on my radiator is something I have never seen before. Looks like a special tool needs to be used to open it but it has a recess in the middle which looks like it would take a small hex key. The service manual and pictures doesn't mention anything about this, just says to open it.
Any ideas on how to open this thing would be appreciated. thanks

1/4" drive will fit.

Is the rad flush something anyone could do?
Do you just drain the coolant and refill?

Where is the drain plug located?

The drain is on lower right (passenger side) of radiator. The service manual gives specific instructions on refilling to avoid air in the system but doesn't seem to complicated.

Very simple operation. A couple key things to remember. DO NOT use any flush products as many of them can have a bad reaction when mixed with Dex-Cool. Flush with fresh water or distilled water. Make sure you use a 50-50 mixture of Dex-Cool and distilled water when refilling.
