Default Charging system question

I am trying to troubleshoot another problem, but had a question regarding the charging system.

As i recall - with the car running, it should be at 14v, maybe a little higher.

Wheni start my car in the morning, it will be at about 14, but after 30 minutes of driving it slowly starts to drop to about 13.5 and when i hit the brakes the volts drop to 13.1-2 but immediatly recover to 13.5-ish

Is this normal? could my regulator be on the fritz???

You are normal. Initial charge rate is usually about 14v but once the battery reaches full charge, it's supposed to go into the "float" mode whereas it just maintains the voltage at around 13.5 to keep from overcharging or boiling all the water out.
