Front pipe cats?

Well, I found that why my mostly stock 1990 L98 would not rev over 3800rpm. Dropped the exhaust out of it, drove it down the highway and it would rev and the power was back.
The internals of the cats look like hell, so now I need to decide on which way to go. Go with a stock setup with precats and a main cat, or go with a front pipe w/o the pre-cats and a main cat.
The pre cat front pipes cost more and can't help performance, but smog testing is around the corner here and I want to make sure it passes.
BTW...what is a bullet cat and who sells them....
