Alright I have read a lot of post about this already, but I just want to run this by you guys that know more about this.I bought a 99 frc ,36,000 mile car from the 2nd owner.I got all the paperwork and receipts.The 2nd owner who I bought it off of gave me the recall notice that he never followed up on dated July 2004.Now after going thru some old receipts I find one from the original owner from a GM dealership dated 4/18/2002 and it shows that a recall has been done to the lap belt webbing ? and a recall 01044 ( corvette electronic column lock ) Cause recall,correction done Install Bypass Kit
which was a wire kit,lock,and nut . 91.85 in labor and 160.56 for parts .252.41 total. I called that dealer and they said I still need to bring it in for the 2004 recall.She said there were 2 column lock recalls ???? Now my local dealer down the road said there was only one recall.So did the dealer already install a what i need and Iam good to go.I cant stand talking to a service dept at a dealership,I dont think they know much more then me !!!!!! Thanks for your help in advance.
If you have an automatic the dealer recall works. If you have a 6 speed you need a kit and it sounds like you have a 6 spd with a kit installed. Turn your car off and see if the steering wheel will wiggle a little - if you have a 6 spd and it wiggles you have the bypass kit installed - if it won't move you don't - get one.

Since all FRC's came with 6 speeds only, I would recommend you install a CLB (Column Lock Bypass) and be done with it. I and many other 6 speed owners (not just the FRC folks) have done this several years ago with excellent results. HTH
In my humble opinion, if your steering wheel locks when you shut off the car, it means the lock is not by-passed. If I were you, I would do myself a very huge favor, and install the CLB.
It is locked when the key is out or off.What i dont understand is the receipt I have in my hand showing recall 01044 done which says install Bypass Kit,wire harness,lock and nut for 252.41 from a GM dealership on 4/18/02. It is a 6 speed also.Sounds like i still need to get a Bypass kit even though I have one installed.

Can you call the dealership and ask them to check the service records? I find it hard to believe that a GM service department would install an aftermarket bypass. If you don’t have one, get it. I installed mine back in 99 and never looked back. Good luck. – C.
I called them they said nothing was done.All they want to do is reprogram the computor.I asked them to explain what they did earlier to the car and they would not say .It has been in for a 01044 column lock recall I told them but they dont what Iam talking about,they were paid 260.00 for it.My local dealer does not even know what the 01044 recall does.All they say is bring it in so we reprogram your computer.No way do I even want them to touch my car if I can keep from it. The service tech guys at the desk are there for one reason get you in and out so they bill the next sucker in line.Not me ! I guess I will get a CLB from thunder racing and do it my self if I still can with what has been done to the car already by the dealership under the 01044 recall.I have a tranny leak that I tried to fix by redoing the gasket sealer but it did not work and it is still dripping.I have an extended warranty good for 2 more years .I dread taking it in for that and will they automatically do the column reprogram even if I tell them not and what if I have a aftermarket CLB installed will they take it off ? Iam in Ohio any decent dealers around you can reccomend ?

Forget what the dealer has/hasn't done! If you've read the posts that you said you have then DO the CLB! It's summer my friend, and that's when the Column Lock will screw up on you. A CLB kit costs about 50. bucks. It's a "no-brainer" install. IMHO< your procrastinating, and you very well might be sorry that you did! You will see a post everyday in the summer about a Column lock failure.

What confusing here is the term, "recall". There has only been one recall, which is currently in effect. In July of 2001, GM initiated a "campaign" (01044) effecting '98 through '00 cars. This replaced the ECL (aka SCL) relay. The current recall will operate the column lock to check for any binding, and if determined to bind, the locking bolt will be replaced. The PCM will be flashed to insure the car cannot be driven in the locked condition. If you have a custom programed chip, the flash will reset it to the GM baseline. The note on your invoice about a By-pass Kit is likely in error!
Open the electrical panel in the passenger's side footwell. If you see a purple wire going from the BCM (silver box) to a relay at the top with a PN of 0791 on it, then you've had the GM updated relay added to your car. The original relay had 4 wires connected to it, the updated relay has 5. If you have the updated relay you can simply disconnect the ECL harness while the unit is unlocked to prevent the lock from ever re-engaging. I did this on my 99 MN6 and it works great. I do get a message on my DIC about the column lock, but it can be reset and doesn't affect drivability.
