Default Temperature Gauge

When you turn the key to run but not starting it, what is the temperature gauge supposed to do? Is it supposed to have a reading? I know there's a belief that you can tell things by the oil pressure reading with the key in the run position so I'm wondering if I'm getting the correct temperature readings. I'm getting a reading of about 240.

Is that with a cold engine? Engines will heat up slightly after you shut them off and then gradually start to cool off. Why don't you want to check it with engine running?

That's with a hot engine. I do check it with the engine running and it seems ok but I just had some work done and this is the first time I've noticed it so I was just wondering if there was anything (general rule) that the gauge is supposed to read when the car was off.
