My 98 with A4 needed it, due to some FI contamination at 34k miles.
I bought the filter for $11 and the quick-disconnect tools for $15.
I was able to do it on jack-stands. After I figured out just what the hell the quick connect fittings were supposed to do, and after I found the tool that I dropped while fumbling around under there, it only took a few minutes. Overall, it was an hour of time spent for 5 minutes of work.
I did my 01 Suburban right before and it was simple as pie - no special tools required.
