Does removing the front fender side vent black plastic liners increase air flow out of the engine compartment? Is it there for cosmetic reasons only (so you can't see inside the fender)?

Yes it will cool better without the covers. But it will allow water in also. Driver's side no big deal. Passenger side, that's where the PCM is located. Not good. I did driver's side only.
I want to put to rest the "Old Wives Tale" that getting water into the right front wheel well area, where the PCM is located, will cause problems.
The PCM has a WATERPROOF electrial connection. Corvette engineering have place water drain back holes in the bottom of the right-side inner wheel well closeout panel, just as they have on the left-side. I have had the right-side visual black closeout panel removed from my Z06 for two years. I have intentionally turned the hose on and squirted 70 psi water into the opening to see if it would cause a problem. It did not. In two years of driving in pouring rain there has been no problem.
Please feel safe in removing both closeout panels.
I'm glad it's working for you Pumba. Yes, the connections are supposed to be waterproof. And the batteries are not supposed to leak, and the column lock is supposed to not engage when the vehicls is moving. I'm not gonna take the chance on this one either (Optima red top battery and CLB installed). Just the way I am.
The only thing I would wory about is croshion on the connectors. the circut boards are sealed with epoxy so it doesn't matter if the ecu gets wet. All I would do is put a little of dielectric grease on the connectors and never worry about them again. I would remove them, espesally if you have headers or the like. just my .02 tho
