You are probably going to need a steering wheel puller. I'm not sure what the cost but some auto parts stores will let you "borrow" specialty tools. Good luck.

Get a steering wheel puller and make sure it has the special adapters for GM cars. When pulling the wheel, thread the big nut back and leave about 1/16-1/8" between it and the wheel. This way the wheel will not fly out when it pops out.

The local Chevy dealer here installed my Vette Essentials steering wheel for only $35. Just a thought.

Lots of auto parts stores will lend it to you for free. I've used tools from Pep Boys before. Many stores will tell you online or on the phone if they lend tools and which ones are available. Just tell them what you need. Worst case you rent one or buy it.
