On my 99 convertible, when you try and switch from low to high beam...the low's go off but the high's don't come on??? is this a relay problem?? or a switch problem??? anybody have an idea??

Could be fuses, relay, bulbs, or switch issue. Time to start troubleshooting!
when I pull the switch arm towards me....the brights come on and the hi-beam indicator is present on the instrument panel....however, when I push it out for regular brights.......the lights go off and there is no hi-beam indicator present.........??? so the bulbs must work.....it must be the switch or a relay??? does anyone know if there is a relay that performs this function and where it is???
I'd say it depends on how "repair-inclined" you are. I don't think it'd be that hard to do, but you will likely need to disassemble the column cover and lower dash bolster at the very least. If you decide to do it yourself then make sure and disconnect the battery to minimize risk of airbag issues. You know the stealership will want a small fortune...
