Default What is Curb weight (what it means)

Is curb weight the weight of the car with fluids. oil,, radiator fluid, trans fluid gasoline,battery? Or is it the dry weight of the car?

The curb weight of a motor vehicle includes the weight of the chassis and cab, with all attachments, accessories, and equipment; the body, or fifth wheel; and a full complement of fuel, lubricants, and fluids. (Federal Vehicle Standards)
