I would say swapping the air cleaner assembly lid for the lid only of a 2002 LS6 style. The opening for air is approximately 5 times that of the LS1 lid. Will make a noticeable difference for approximately 45 dollars.

It all depends upon how much HP you want to increase to

It's not scientific but after the few simple things are done you can figure about $100 per rear wheel horse power. So it really becomes a question not of "as much as I can get " but, unfortuneately, "how much can I afford ?" Welcome to the club.

Other than nos, the best bang for the buck to simulate increased hp is 4.10
gears, for an A4 3.90 and TC. Cheapest and hp in the same sentence is an
oxymoron.

A new camshaft is a pretty cheap way to increase hp. spend 1000 bucks and gain up to 70rwhp. a supercharge is a descent way to do it as well. 6500 bucks and 150-200 rwhp

unless you add a dyno tune to that equation you will get about half of that in horsepower. With a tune expect 30rwhp with headers and intake.

The general progression in to upgrade headers before making valvetrain modifications. There are cams that make 70rwhp (LG motorsports G5-X3) put they are very lopey (sounds like a stock car idle) and can be less street friendly to drive. A more conservative cam would yield around 40rwhp, but i am not sure by how much that would be diminished if you dont first upgrade the exhaust pipes.

For $4K I would do either ET Performance heads and cam or AFR heads and cam. Pick up some used long tube headers and find a good tuner to dialed in your tune.

i'm no expert - but like someone mentioned above - headers first
then heads and cam
we have a girl in our local group that is pounding over 400 RWHP in her 98 (i think) with long tubes, a cam, different rockers and a SOLID tune!
watchout when she gets heads!
