Rotors, Cutting or replacing?

I've got a set of rotors coming from NAPA (they have to order them), but there appear to be several types available. They weren't sure the cheaper ones were USA made, so I'm getting a set of "premium" rotors. Not sure exactly what "premium" means in this case. It just might mean that they are just more $$ and nothing else. But I did specify that they MUST be USA made.
I bought my 2002 Z used over a month ago and the front rotors have a very pronounced lip on the outer edge. Has 58K miles on it, so I'm guessing that these are the original rotors and need to be replaced. The rears aren't as bad, but they do seem to rust up very easily. I'm going ahead and replacing them all anyway.
