The actuator must be working only because you need to get it to the unlocked position before you unplug it.
If the column will not unlock, you still have the option of removing the lockplate and installing the Harness K relay harness or an aftermarket CLB to satisfy the BCM.
I think my ECL failed. It's locked and will not unlock. It's a 6M.
What can I do to fix?

My column was not locked when I did the install, so it wasn't a concern. I think following steps 7 & 8 below will unlock a locked column. Give COH a call to check, if it does unlock it, pay them the $50 and install it ASAP
We ought to gather together hundreds of these actuators and send them back to GM with a love letter. They must have hired a gang of Morton-Thiokal people to come up with this whole column mechanism.......
Wail back and forth on the wheel, pull the fuse, etc. Once its locked, you're outta luck. Its like if someone tells you to wear a bulletproof vest because you may get shot. If you get shot and then put the vest on, it doesn't really negate the bullet in your chest.
