Anyone ever hear of this? I have a co-worker that mentioned he met a guy with a 500 HP CAV GT40 a few months back. He said that the state (CA) gives out 50 lifetime exemptions per year - and you have to get to a big DMV on the day they grant them at 2AM and wait for opening in order to have a chance. He got that for his GT40. He (the guy with the GT40) mentioned the state code name that the program fell under - but it was foreign to my co-worker, and he doesn't remember it now..
I realize this was 3rd hand information, and the GT40 guy could have been full of smak, but.... I figured it was worth asking on here.
Its the real deal...Had an extensive conversation about it at Pro Touring.com when the new Camaro body shells came out. I believe you can look it on the Cal. DMV website but the gist of it is they release 500 "special constuctor " registations every year for the street rod and kit car guys.

As with so many things in CA. and politics in general........ Its probably who you know. Maybe if your family were large campaign donators you could get one of those.
I have a friend in Ca. We were talking a few months ago about a new car he had just purchased and mentioned the dealer gave him an option for a few years smog check exemption. I didn't ask how long the option was good for.

Its called Senate Bill #100. It says you can register your "special construction" vehicle as the year its a replica of. So if you have a CAV replica of a 65 GT40 it gets registered as a 65 with whatever smog or lack there of. The only rub is there are only 500 released on the first of the year.

So I should go in there and say my 99 Corvette is a 'replica' of a 68 Stingray with a 99 body, chasis, and running gear?

Think they'll buy it?
No, because you picked the one year when there was no "Ray" designation.
1963-1967 were Sting Ray; 1968 was just plain Corvette. The name returned in 1969, spelled Stingray (one word), and stuck around through the '76 model year.
I just sold my brand new Volvo XC90 to a guy in Calif..who is assuming our lease & will have it resigtered in his name out there.
I am in PA. It has already been registered to us for 2 months.
He is asking if it will pass CA emissions?
Does this car even need to be tested once he gets it & registers it?

He should be asking if it meets CA emission standards, which is indicated by a factory label. If it doesn't he'll have a tough time getting it past step 1.
It WILL have to be smog tested when it arrives in the state. It will most likely pass, but if it doesn't have the proper label in the engine compartment, he'll probably have to drive it out of the state or, spend some $$$ on mods to get DMV to accept it.
But if he's already bought it, its his problem, not yours.
If you are a CA resident selling a car to another CA resident then the law says the SELLER is responsible for getting the car to pass smog. But if a CA resident brings the car in from out of state, then its on him to get it to pass inspection and smog.
I'd tell your buyer to start working on this the day he gets the car into the state else he might exceed his 30 day time limit and have to remove the car from the state (Oh, it can't be removed by driving it out either, if you miss the deadline. It must be trailered/hauled out.

It also depends upon what county you happen to live in! I live in Humboldt County (in the middle of nowhere!) The state DOES NOT require smog inspections once the vehicle is registered in this county, as long as that registered owner keeps the car. If there is a change in registered owners (other than between family members) the car must pass smog certification tests. So, as long as I keep my 1997 C5 and live in Humboldt County I will never need to pass another smog certification test (unless Arnold changes the current law!) Wala, a lifetime of no smog tests!!!
