After digging through the shop manual, I learned there are 3 things that can cause this:
1. Leaking fuel injector(s)
2. Leaking regulator assembly in the fuel filter.
and
3. Leaking check valve located in the driver's side fuel line going to the fuel filter/regulator from the tank. It's called the "rear fuel feed pipe".
I chose to replace the filter/regulator and the fuel pipe with the check valve made into it. Problem solved. Now, when I turn the key on, the pressure quickly rises to approx. 60psi and stays there. In reality I may have been able to save a little money by only replacing the filter/regulator, but who knows?
Anyone else with a '99 through '03 that's experiencing these sypmtoms would do well to try replacing the fuel filter (actually fuel filter/regulator is a more correct term) first. If that doesn't correct the problem, check for leaking injector(s) or the rear fuel feed pipe. Too many dealers only want to gouge people by telling them: "Sir/Ma'am you need a whole new fuel pump assembly." And then when they do the job they also replace the fuel filter/regulator (which may be the real source of the problem to begin with) "in order to protect your warranty" or say "well, we always recommend replacing the filter anytime we do any fuel system work".
BTW, the rear fuel filter feed pipe replacement is a PITA with the left tank still in the car. Don't ask me how I know this.
