honestly, a propane kit will make it a flaming monster....but ya dont want to drive around with propane tanks in the car..
hard to make a new car flame,,but ....it can be done....

Exhaust flames are VERY ILLEGAL 
Look really cool though, wire up a coil to a spark plug in the tail pipe, hit the switch, rev the engine, let go of throttle and watch the flames.

If you pull the cats it might flame a little on downshift. That's probably what you are talking about. The cats usually burn off any unburnt fuel in the exhaust before it has a chance to get to the exhaust tips.
