I would think they mean exactly that. One is with the belts on, meaning all the accessories are turning, meaning more power being used and less power to the wheels, and with the belts off the only thing the engine has to turn is the drivetrain, meaning more power to the wheels.
I believe the belts off numbers are similar to the power numbers cars used to be listed at pre mid 70s and the belts on is the way power is listed for all modern cars since.
