Default 99 C5 Possibe Ignition Problem??? Please Help

I have got a 99 that I just got put back together after buying wrecked. I have got a problem with the car not starting or making contact almost every time I drive it. After I park and come back to start the car I put the key in , the steering wheel comes about a third of the way out and then I dont have anything. I have checked my cables and a couple of grounds but still continues. After trying the switch several times usually about 5 min. or so the car will start and run fine.
Yesterday when I was getting my final inspection to obtain a clear title it did it to me right when the inspector was sitting in my car. I felt about an inch tall. Thankfully he was very friendly and acted as though he understood. But never the less!!!!

My hopes are that possibly one of you has had a similar problem and can help me out.

There might be something wrong with the body control module. Is the battery in the car brand new?

Yes the battery is. I replaced it when problem first arrose. Thinking my battery was dead and noticing that it had the factory battery still it seemed logical at the time to replace.
