Is something missing here?

It looks like something should go here... two brass looking threaded inserts. Are they all like this new?

My 2000 coupe has the same 2 holes, but they don't have the thread inserts.

I don't know what it's for.

F-Bod cars need them to mount the throttle cable bracketry (they do not use the fly-by-wire stepper motor like a C5)

I was getting ready to call GM in order to get the brass threaded inserts that I'm missing.
