Let me be the first to say welcome to the forum family. I have a Vararam, as many others know from a recent controversial post, and never had the surging problem. I do think it can be caused by a leak in the system, so check all the connections. If it was just put on, it may take the computer a couple hundred miles to adjust to it. I'm sure others who have had this problem will chime in.
Thanks guys for the help. I checked on different types of CIA's and felt the vararam was the best choice for me. I've had it on for about a week and it seems to be getting better with less surges as i increase the mileage driven. So hopefully the computer is adjusting.
