If your talking about the AIR (Air Injection Reaction) pump down under the left headlight it is used when the engine is started cold to help fire off the cats quickly. When the engine is started cold it will run richer than normal dumping more unburned fuel into the exhaust, the AIR pump blows fresh air into the exhaust which will help burn the extra fuel in the cats. This heats the cats up fast therefore less emissions. After the cats are up to temp there is not need for the pump anymore and it is shut off. If you don't have cats there is no reason to have the AIR pump other than to pass inspection.

I don't have any codes it is just loud. I just had a new one put in and that one is loud. So can I turn it off?
Its a fast running pump, and unless you can put some sound dampening around it , its going to be loud. But, yes you can turn it off electronically.
