The panels are under the front bumper cover below the area of the turnsignals/daytime running lights and just in front of the wheels. You have to put the front of the car on ramps or jackstands to get to them.
I seem to have seen a post or 2 on this..did a search but did not find it...Any advice on getting to them to change a bulb?

You will need access to under the car. All work requires the removal of two panels on each side with a 10mm nut. One panel is the side air deflectors and the immediate panel next to the air deflectors. Move the brake air duct and you can see/access any bulb in that area.
you dont have to go under the car.. its just 1 of the ways..
turn headlights on.. goto park lights so they go off.. turn the manual **** to make sure they are in the fully raised pos... take the screws off the side of the housing so you expose the headlight.. *that will give your hand more room* take the bolt used to space the hood when you shut it out.. be sure to mark how far it was screwed down before you remove it.. you should be able to fit you hand down there now..
I just changed out my driver's side marker bulb. Access the turn signal housing from the bottom, it's made that way. 2 10mm bolts hold the access panel, then 2 (or 3?) 7mm screws hold the inner access panel. Undo all, reach up and grab hold of the bulb assembly (its grey). Twist clockwise and until the tabs line up, and pull back. Replace bulb. Installation is reverse of removal.
Maybe the 98's are different..
But I was able to move aside the duct for the brake air vent and squish my hand in there..Took me all of 20 seconds to get the bulb out and the new one in!
