If you swap the thermostat to a 180 degree, can/will the computer relearn within a few hundred miles? I'm in Texas with summer comming up, what bad things can happen if this info is incorrect?
As far as I know, the computer won't "re-learn" for a lower thermostat, and know when to turn fans on and off, it that's what you mean.
However, if you're thinking "re-learn" in regards to efficiency adjustments when seeing lower temps, then I'm pretty sure the computer needs NO re-learning period.
After all, the computer already has tables with pre-progammed "events" that will occur based on variables, thus, it already knows what to do no matter what temperature you run.
Here's an example based on only two of many variables as to how processes might work:
If the computer sees 210 degrees coolant temps and a throttle position at xx, it will use the data in a certain set of cells, but if it sees 190 degrees at the same throttle position, it will logically use data from a different set of cells.
Similarly, if the computer sees 190 degrees at a throttle position of yy instead of xx, it will use data from yet another different set of cells.
What year is your car? If you have a 2000 C5, you could use a 2000 C5 Hypertech programmer I have for sale for $125, shipped, (it was returned to stock) and reset those fans, along with a multitude of other things if you wish. You could then resell the Hypertech if your car grows beyond its capabilities. Much cheaper than an LS1Edit if fans are all you want to do.

water weter,it will reduce the temp around 20 deg,and its good for the

The programmer is going out in about one hour. I've been babysitting grandkids the past couple of days and have been very busy! You will really like the programmer, it does a lot of stuff. I will be emailing a scan of the shipping receipt and tracking number as soon as I get ship.

I'm in Fort Worth and still have the whole stock system installed. The car is built to cycle from 195-ish up to the low 200's with the A/C on (and up to around 250). This is how the car is built...if you want extra insurance against an overheat, I'd replace the radiator with one that has more cooling rows.
