^ happened to me the day I bought my car.. Its a column lock failure on a car that has had the recall already done. The recall programmed the computer to cut at 2mph if the column lock failed. Dealer should fix for free.
Non American C5s I do not think came with CL.
You cannot have a wheel sensor broke or disconnected as the PCM would see this and to be safe prevents TAC for drive by wire to command throttle movement
Be carefull about going back to the dealer. I had a 2000 A4 that had the column lock recall done and then 6 months later got the SERVICE COLUMN LOCK with fuel shutting off at 2 MPH. After having it towed to the dealer, it ended up being the column lock motor itself, and they charged me $524! Yes, even though the recall renders the steering column unlockable. I bitched to GM, and bitched to the dealer, but got no where. They both said that the column lock motor itself is not added during the recall and therefore not a covered part. Lesson learned, never go to the dealer for column lock problems (especially on a 2000 which is seems to be more prone to the column lock motor burning out). Get the CLB!!! only $50.00 and easy to install following directions on this website. Good luck.
If he has the "service column lock" code on the DIC and it shuts down at >2mph I think it has to go back to the dealer to have the PCM re-flashed to remove the fault.

Mine is in the garage with the same problem right now. I was told it will cost 600.00 .GM wiil not cover , I also had the recall done back in 1999. I no there not going to do anything about it. So what do you do ? You have to pay or the car wiilnt run. Sucks How GM can get away with this.

If the problem was due to the recall retuning the PCM, perhapse he can mail the PCM back to the states to get tuned by a mail-order tuner like LG or somebody, and then just install the CLB?
i had the dreaded service column lock up message and the pull key wait 10 sec message car would die at 2mph.mine is a 1998 i had the car for three days needless to say my wife wasnt real happy . contacted gm
they were great rold me to get it diagnosed if it was related to recall done they would take care of it.which lucky for me i am good friends with a mechanic at local chevy dealer towed the car in and he found the problem in behind the fuse panel in the passanger foot well gm
took care of everything...
