The ebrake barely works.. it makes the car roll still with it up. The problem that I see is that the ebrake goes all the way up.. it doesn't stop I can pull it much farter up then I should be able 2..

Cable splits to two with an equalizer. One side could be off or the shoes could be worn out. Pull the rear wheels and see if the cables on both side are working. If so check the shoe by removing the rear drums. Disengage brake while removing them. Do you feel any tension when you pull it up or is the cable broken?

i have the same problem except....mine doesnt work at all, the cable does get tighter though, but i can move the car with the E brake engaged, gets anoyin, when i get out to open my garage i have to cut the car off and leave it in gear so it wont roll

Unfortunately you will probably need to remove the calipers and rotors(rear), and adjust the drum shoe brake inside the rotor. It's not a simple job for a non mechanical person, take it to a professional!
