Default HELP on WHEEL Width
To get the width of a wheel do measure from inside of lip or the outside of the lip?

You measure inside of the lip to the inside of the other lip, what the tire see's.

You probably already know this but if the wheels are oem the width is cast or scribed on one of the spokes on the back side of the wheel. Im not sure if all aftermarket wheels have this tho.
