My '98 started doing this weird thing where I would be cruising along, then need to slow down a lot, then when I get on the throttle again right away the engine winds up before I go anywhere.

I suppose it's kind of like having a high stall converter, but it's stock with a 3.42 gear upgrade.

Or is this a sign of the trans going out?
Sounds like the clutches are slipping and/or you are low on tranny fluid
If the trans is in the 1, 2, or 3 position, do the RPM's drop to idle when you let off the gas (no engine braking)? If so then it sounds like the overun piston and/or seals are bad in the tranny.
You didn't say how many miles are on the tranny. Torque convertors can "break" in theur own way. Usually if this happens the car won't go. It sounds more like something in the tranny itself has gone south.
