Here is a diagram for your backup lights. With the key on you should be able to unplug and short together the reverse light switch harness and the lights should come on. Simple quick check for the switch.

Back-up switch
Just changed mine on '99 FRC. Good posts above, two things to add. First, Autozone and Advanced Auto both $9.99. Second, pulled factory switch and checked it w/ cont. tester and it was fine but ball needed to be pushed in further to make contact. Replaced with AA switch and everythings fine. Good luck.
