I take it you are referring to the headlight adjustment screw being all the way up....only otherthing to look at is if your headlight is not all the way up when open...also there are little plastic stops in there and those may have come off...how much low is a little low?

I suggest that you also lubricate the piviot points on the headlight housing. They do corrode and limit the adjustment. Be careful with the adjusters. The shafts are potmetal in design, snap off easy and they don't sell the adjuster by itself. You need to by a complete headlight assyembly at around $450.00... Yikes...
