Default Dumb Brake Question

Had car inpsected today, they pointed out that I needed new rear brake pads, pointed out the grooves in the disc. Do I need to have the rotors turned or replaced. Obviously I will replace the pads. Please advise.

Even if you're having the work done (although it's not hard to do on your own), buy replacement rotors yourself (Napa or RockAuto I believe for about $30 each) and give them to the installer. The price can't be much more than what it would cost to turn the rotors, and you'll have a better end result to boot.

DIY, does it require any special tools or just a jack and a C-Clamp?

Doesn't require any special tools. The caliper bolts are really torqued down. Rather than fight them I used a box socket wrench and a 5lb hand sledge to break them loose. The job is easy and straight forward.
You may have to beat the old rotors of of the rear as they sometimes get stuck on the emergency brake bands.
