Default Steering Column lock motor question?

If the motor that engages the lock goes out in the steering column can a CLB oy bypass unit be used to disable the whole system enabling the fuel system to function again? Any advice would be highly appreciated!

If the motor goes out while the wheel is UNLOCKED, then yes, the CLB will provide the correct lock states to the BCM and allow you to drive again.

As an interim solution in this state, you can try clearing the BCM fault code by pulling the correct fuse for 30 seconds and it may allow you to drive unless the faulty lock is actually broken in the feedback switch area (lock sends the wrong state back to the BCM).

If the motor goes out while the wheel is LOCKED, then you need to get it unlocked before you can bypass it.
