I need new Front and Back Pads and Rotors. I am looking for an affordable replacement (I am open to consider any idea but would prefer total cost to be under 250$ or less) that is quality and has good performance. I would like less brake dust aswell if possible. Let me know what you guys use/think/have heard about.
Not able to answer your question completely; but a set (F&R) of Delco ceramic stock pads at Fred Bean were going for about $125. - At least they were about 9 months ago when I bought mine. I think someone was selling some GM ceramic for about $100 on the "parts 4 sale" C5 side.
My experience is that the ceramic stock pads should provide good braking for the street and have as little dust as any pad you can use.
I think you are going to have a hard time staying under $250 if the pads sell for about $125. Getting four new rotors for another $125 would be a good deal.
I read ( several months ago ) several threads on this site about guys using NAPA rotors. I put them on my Chevy 1/2 Ton Pickup and they worked great. I used the NAPA ceramic pads also. NO dust.
Buy NAPA rotors: $25 each ($100 total)
Buy OEM or Hawk Ceramics: $150
Have the rotors Zinc or Cadmium washed, or purchase High temp paint and give the hats and cooling fins a shot of it before the install (this will keep the rotors looking nice)
I ran the GM ceramic pads for about 3 years worked very well on street and OK for autocross and open track. Got a little to hot on a 3.5 mile road course. I think the GM pads are made by Raybestos and are the same as the Raybestos "Quiet Stops".
Very little dust.
I have been running Portfield Brake pads "R-4S" which is a more agressive pad for open track, autocross, and street. Made of Carbon fiber, kevlar, ceramic and other magic stuff. Excellent stopping and minimual dusting on the street like the GM ceramics.
Anybody heard anything about the brake rotors from tire rack I posted? They are slotted and only a little more then the Napa rotors.
You said in your original post above you want less dust. Slotted rotors tend to act like a cheese grater and wear the pads faster, causing MORE dust. Use the Napa rotors with a ceramic pad like 1FUNVTT recommended and you'll be happy.
It mainly depends how you drive your car most. I personally don't track my Z and I switched to A/C Delco ceramics because I hated all the dust from the OEM pads. I have no complaints.

You said in your origiinal post you needed to replace the OE pads and rotors, wanted to be affordable. Drilled and/or slotted pads are less durable, slotted rotors eat pads up quickly and consequently dust more.
Go to the autocross/road racing forum and see the opinions of brake rotors: the NAPA rotors are by far the best bang for the buck. Any stock OE or OE replacement pad will work fine on the street.
Replaced front roters with GM OEM ROTORS at $22.80 each. From WHOLESALE GM PARTS SUPPLIER. Used OEM Semi Metallic pads. More DUST MORE STOPPING POWER. Don't like ceramics. Lighter dust but not as much stopping power. Rear rotors almost NEVER need to be replaced but I pulled them and reset my parking brake. Other threads on here tell you how to do that in detail. Just tighten starwheels till you get a little drag. While at it I painterd the calipers red using Duplicolor caliper paint about $15. Looks almost torch red and got a small touch up bottle of white paint to do the Corvette logo on the front calipers. Have fun BIGHANK
I recently replaced my rotors and pads. This is my first vette, but my dad has a bunch of friends that race and have vettes. They told me I couldn't go wrong with Napa rotors at $25 a piece and Hawk Pads. I think total on all four corners was right around $270. I found the Hawk pads for $85 a pair if I remember right.
