Can you rent a small UHaul truck with a two wheel auto dolly to pull behind. Put the rear wheels of the car on the dolly and lock the steering by taking the keys out of the car.

The steering wheel won't lock if it's had the column lock bypassed or removed. Look for a better hauling method.
I understand, I'm just telling you not to tow with the rear wheels up and depend on the wheel to lock when you take the key out if it's ever had it disabled. It would swerve all over the highway. The trailer is the way to go.
