Quick question, I have exhaust cutouts after the cat but befor the muffler. They are uncapped. Will the smog station give me a hard time, and not pass me for that. I know if it was befor the cat it would be a problem.
Any thoughts?

The fact that you have cut-outs should not be an issue with most stations, just use a smog station that isn't gonzo nuts on the visual.
BTW, when you say the cut-outs are uncapped do you mean open? Because if that's the case then you will have a heck of a time getting the smog guy to stick the probe anywhere but the tailpipe.
It has the mufler but there is a y-split after the cat. I kept meaning to put a valve there but have not had the time to do it.
In Tennessee the smog check looks at the OBD II. Older cars get a tube stuck up the pipe. If they put a sniffer up your pipe, you'll fail probably because CO2 will almost certainly be off because of exhaust escaping through the cutout. It would probably be good to cap the cutoff(s) before you get the check done.
