Rubbing / clicking on telescoping wheel

Rubbing / clicking on telescoping wheel
I'm posting for a neighbor who just bought a '02 coupe. My '99 doesn't have this, so I wasn't any help. I'm getting this 2nd hand, so bear with me:
They tell me the rubber boot or sleeve sounds like it's rubbing (and even "clicking" or "popping" at times) every time they turn the wheel. Any experience with this ? I wasn't sure if this was normal, or if they need to bring it in for service. Any help will be appreciated.

My wheel groans when making low speed turns like in a parking lot! Dealer fixed it once...............he'll fix it again.

Mine groans too!!. I mostly notice it in and out of the garage and driveway.
What did the dealer do to fix it?[
