Default horns still not working

Hello I posted a message about my horns not working on my 200 vette last week. I ended up buying a used set off of someone on here.

Here is what happened. I honked my horn 2 weeks ago at someone to avoid a collision and when I let go of the horn button on the airbag the horn stayed on. I tugged a little on the airbag cover to get it to shut off as the connection underneath the airbag was still touching to make it stay on. After a little bit the horns stayed off. I checked the relay after the next day and it was hot as if the horns were blowing all night with no noise. I took out the horns behind the passengar light and one wire was kinda burned and they smelled burned. I assumed the horns were no good.
I took a test light to the connection at the horns and touched the airbag horn button and the light comes on and off when I let go. The relay seemed fine and the fuse is good. I doouble checked it and pressed the airbag horn button with the test light in the connection at the headlamp where the actual horns go and they lit up and off like normal so everything seemed good.
I installed the 2 horns I got off of here and pressed the horn button on the airbag and nothing no horn sound. WHat the?
I took out the horn relay in the fuse box at engine and put it back in and without the airbag horn being pressed it clicks and unclicks when I remove it and reinstall it like there is constant power going to it all the time.
What the heck is happeneing here? The relay is good as I put a new one in just to make sure????

Check your right front ground point. It is a ground plug screwed into the frame right under the hood behind the headlight. Mine was corroded. Just try to jiggle it around a bit and then try your horn, I bet it works then.

thanks for the info. I will check it but can you tell me exactly where it is? there are many wires behind the hood. Which headlight is it near? Thanks!

This thing is behind the passenger side headlight. You can see some pics on Bill Curlee's sticky. Just open the hood and look fora black plug screwed down to the top of the frame. It has 8 or so black wires going into it. It's not too hard to find.
