I have a step by step in my 1999 Helm's Manual. However, it's a dangerous task due to the possibility of airbag deployment during the procedure. There are warnings all over the procedure. Also, I'm not sure if the procedure is year specific. If you still want it I could copy it for you and email you when I get home from work tonight.
STEP 1: Take it to a dealer..
STEP 2: Wait 30 minutes
STEP 3: Done.
If you have a mechanic at the dealer you trust, that is where I would take it.
It takes special puller legs, and you have to take precautions with the air bag.
A mechanic that has done it before, can do it in less than 30 minutes.
I had my mechanic remove the lockplate on my Z06 and it was worth it not to take the risk.

The airbag removal is potentially dangerous if done incorrectly. And, even if you cause it to trigger and are lucky enough not to be hurt, the replacement cost for a new bag is over $500.00
