Correct me if I am wrong but...
I have verified with the dealer that the recall was actually performed. I just want to make sure this is normal operation post recall, otherwise I'll drop the dough on a CLB just to put my mind at ease.

Your column should not lock, but you still have to decide if you want to use the GM version or the aftermarket version of the CLB relay to satisfy the BCM electrical requirements.
If you keep the GM version, the actuator is still in the circuit, and you can still hear the actuator cycle, but the column will not actually lock since the lockplate has been removed.
The aftermarket CLB leaves the actuator disconnected, so you should not hear the actuator cycle.
You don't say, and I could not find it in your profile if you have an automatic or manual transmisison, but the column should not lock in either case.

I recently had a Service Column Lock error on my DIC as well. It came down to be the cause of the battery, and needing a replacement. During the time the error was displayed, the column would not lock. Previous attempts to clear the code with the same battery resulted in it returning immediately. When I replaced the battery the code went away, and the locking function returned, just as it has always performed when I bought it a few months ago.
If it is not supposed to lock as you say, I think I will go ahead and get a CLB in the very near future. If the dealer can't perform the recall properly the first time, who knows what they will do the second time. Thank you!
